The question, answered
An opportunity, a pipeline estimate, a forecast, a validated result and a leakage claim are different facts. Each needs different evidence, and a different person holds the authority to accept it. In most portfolios they travel as one number, so finance challenges the total, the meeting relitigates the method, and the answer is rebuilt in a workbook each time. Approving how a benefit will be measured is not approving the benefit, and a validated result is still not a ledger entry.
When a material initiative moves off its value path, the cause lives across systems: the award, the contract terms, the orders and invoices, supplier performance, the finance actuals. Teams debate whether the gap is timing, volume, currency or genuine loss. The recovery action is raised by email in someone else's system, and the case closes when the task closes, whether or not the value ever returned.

Most organisations already own the systems: spend analytics to find opportunities, a tracker or specialist product for initiatives, a planning platform for the forecast, reports that show pipeline and realised value. The work between them is still manual. Analysts reconcile actuals in workbooks, definitions are agreed case by case, and the number that reaches the review meeting was assembled by hand.
What changes
Every number opens the initiative behind it: source records, approved method, owner and current state. A challenged claim is answered from the case, not reassembled for the meeting.
A material variance becomes one case that tests the normal explanations first, names the accountable owner, and stays open until the owning system accepts the action and the result is remeasured.
From the savings report to the worked case
A report shows pipeline, forecast and realised value. When finance challenges a number, an analyst rebuilds the calculation in a workbook and the meeting decides.
From variance alerts to a causal case
A dashboard flags a shortfall. Teams debate timing, volume, currency and adoption by email, and the action lands in another system with no link back to the case.

Every value state stands on its own evidence
Opportunity, pipeline, forecast, validated realisation and leakage are different facts with different owners. A claim advances only when the evidence and the authority for the next state are present.
Definition before number
Every figure carries an owner, a source, an approved method and a period, and opens to the records that produced it. Approving the method is a separate decision from accepting the result.
Variance becomes owned work
A material shortfall creates a case with a tested cause, an accountable owner and a next action in the system that owns the record. It closes on an accepted action and a remeasured result, not on an assigned task.
The records it authors
Savings initiative. A governed delivery initiative connecting a committed value baseline to an owned plan, milestones, dependencies, forecasts, leakage, validated realization and closure evidence.
Value leakage finding. A source-linked expected-versus-actual variance case carrying exposure, root cause, recovery proposal, authority, committed remediation and reconciled disposition.
Value opportunity baseline. A governed value opportunity and reproducible counterfactual baseline, preserving source scope, method, assumptions, target proposal and finance-committed validation as distinct states.
Value realization attribution. A reproducible period reconciliation that joins a committed baseline to actual evidence, explicit adjustments and overlap controls, keeping the attribution proposal separate from the finance-committed disposition.
Value portfolio forecast. An immutable as-of portfolio forecast version that keeps scenario, target, validated realization, leakage, risk, assumptions, intervention proposal and committed portfolio decision distinct.
Case records
Durable, owned units of work. Each one holds the condition that opened it, the evidence gathered against it, the proposed action and the committed disposition, and it stays open until the condition is answered.
Decision records
Determinations and the proposals that precede them, each pinned to the exact policy, rule and evidence versions it was made against, and each kept structurally distinct from the action it authorises.
Metric records
Measured facts and versioned results, each carrying the measure, the scope and the period it was calculated over.
The roles it serves
Execution flow and task definitions are not published. The dossiers name what each Workblock owns and how much of it there is; the definitions themselves travel with a delivery.
